  16. <p>    In a move that did nothing to improve its image, New York
  17. City sent off 2,200 tons of garbage to the heartland last month
  18. in search of a welcoming landfill. Alas, the detritus, occupying
  19. 30 railcars, was rejected in three states. After a 3,000-mile
  20. trip, the bug-infested cargo wound up back home, destined for the
  21. Staten Island landfill.
